Nevermind. I figured it out. The problem was in my SVNMasterURI argument.
If using SVNParentPath, you shouldn't put the repository name (in this
example PROJNAME) in the SVNMasterURI.

So instead of this:
        SVNParentPath /export/svnrepo_links
        SVNMasterURI http://svnmaster.myhost.com/svn/PROJNAME

It should be:
        SVNParentPath /export/svnrepo_links
        SVNMasterURI
http://svnmaster.myhost.com/svn<http://svnmaster.myhost.com/svn/PROJNAME>
