It seems like the update site generation stuff is very weirdly broken in rc2.
Don't hold your breath on the update site being back any time soon. As it
sits currently, you will be displayed the wrong packages for your OS, and
even if you do get ahold of the features, they won't work mysterious reasons.

In any event, subclipse works from in the runtime env tests, so I'm pretty
sure it's just a combination of several regressions in the update site junk.

then again, i could just be doing this completely wrong, the eclipse
documentation for this feature is a bit sparse.
